A Tokyo cop out affixing warning stickers on illegally parked motorcycles and scooters, telling the owners that at some date in the future the vehicles will be hauled away and impounded. I think that running the VIN against a stolen motorcycle report database would probably be of more practical use, as this bike has pretty obviously been stripped and abandoned.
