Not every part of Japanese cities is covered by the fire main. Consequently, you can often see signs such as this one indicating to the fire department the location and capacity of underground cisterns holding water for fire fighting purposes. Inside the grounds of factories it is common to find both underground and open fire cisterns, with the open type often containing ornamental carp.
