During the three minute stop at a tiny station I decided to get out and take a look around. People were free to walk down the little slope at the end of the platform and walk down onto or across the tracks.
In fact, it seems that taking the shortcut across the tracks is the favored route among locals who use the line.
Try climbing down onto the tracks of practically any railroad line in Japan and see what happens to you. You'll be damned lucky if you're not arrested.
