For some reason entirely beyond my ability to even make a reasonable guess at, Japanese police stations (not police boxes) like to keep a cop standing out front with a big stick. Sometimes a uniformed officer, but very often a member of one of the detective squads, such as this poor bored young gentleman taking his turn guarding Tokyo's Osaki Police Station.
