You Can't Do That

Explaining the finer points of traffic law to a motorist who changed lanes on Yamate-dori's Shibume (Shibuya-Meguro) overpass in Tokyo despite the presence of a solid yellow line indicating such activity is not permitted and a couple of cops with ticket books at the ready in plain sight at the bottom of the overpass. (The fine is 6,000 yen)

Here's a friendly hint for anybody who drives along this area: You should always top that overpass with the assumption that there are cops standing at the bottom under the Hwy 246 overpass. You'll be right more often than not.
